Quick answer
On Lake Tarpon, marine contractors in East Lake build under a county rule you won't meet on the Gulf canals: no new dock or tie pole may reach more than 100 feet into the lake from the ordinary high water line. PPH Seawalls and Docks plans lake docks, boat lifts and shoreline walls to fit that limit.
East Lake at a glance
East Lake is an unincorporated Census Designated Place in north Pinellas County, set around the center of Lake Tarpon with Brooker Creek, Hollin Creek, Moccasin Creek and South Cove inside its boundary. Waterfront work here is freshwater lake work: docks, open-sided covered lifts and lakeshore walls. Marine contractors in East Lake plan every dock around Pinellas County's lake rules.
FEMA maps about 54 percent of East Lake as Zone X, about 27 percent as Zone A and about 19 percent as AE, with no VE zone; effective panels date from 2003 to 2021, so check your own address. Ground is mostly poorly or very poorly drained Myakka and Anclote sand with a high water table, rated High for steel corrosion. The lake's ordinary high water line is set by the Corps outfall weir, and slip depth is measured from ordinary low water rather than a tide.
Permit office: Pinellas County Water & Navigation (docks, lifts, walls) and Pinellas County building department (seawall building permit) ยท official site Unincorporated East Lake: Water and Navigation reviews docks, lifts and walls through the Pinellas County Access Portal; the county building department issues the seawall building permit.
Marine Contractors in East Lake Work on Lake Tarpon, Not the Gulf
East Lake doesn't touch the Gulf anywhere, so marine contractors in East Lake work on lake and creek shores. It's a Census Designated Place in unincorporated Pinellas County, and its water is fresh: the center of Lake Tarpon, the Lake Tarpon Outfall Canal, South Cove, and creeks including Brooker Creek, Hollin Creek and Moccasin Creek. The 2020 Census boundary holds 74.5 sq km of land and 7.6 sq km of water. FEMA maps no VE zone anywhere inside it.
So the work is different. Tide range and the barnacle line don't come into it. On a lake lot you want to know how far out the dock can go, how much water sits at the slip, and whether you can put a roof over the lift. The county answers all three in a section of code written just for Lake Tarpon. If you want a new dock on the lake or a boat lift at an existing one, start with the rules below. The rest of our Pasco and north Pinellas service area runs on different ones.
The Lake Tarpon Dock Rules in Pinellas Code Sec. 58-546
Pinellas County wrote a short list just for Lake Tarpon (and Lake Seminole). Read it before you sketch anything, because marine contractors in East Lake design every dock around it. The full text sits in Chapter 58, Article XV of the county code.
100 feet, measured from the ordinary high water line. No new dock or tie pole may reach farther into Lake Tarpon. The high water line is the one set by the U.S. Army Corps of Engineers outfall weir on the outfall canal.
One private dock per home, two boats. Mooring counts boat lifts and davits, and the county may require a lift or davit to protect the lake.
Nothing built over the water. A covered boat lift without side walls may be permitted. A boathouse with walls may not.
No docks in the outfall canal. Lots on the Lake Tarpon Outfall Canal can't add one there.
2.5 feet of water at the slip. Measured from ordinary low water (elevation 2.6 NGVD). Docks inside canals need 1.5 feet.

Placing a Dock on an Unincorporated Lake Lot
East Lake sits outside any city, so a second set of rules from Sec. 58-555(b) stacks on top of the lake section. Your dock can't run longer than half your waterfront width, a limit marine contractors in East Lake check before drawing anything. The dock and the lift have to sit inside the center one third of your shoreline, or 50 feet from the neighbor's line, whichever is less restrictive. Both limits can be waived if your neighbors sign no-objection statements. On a narrow lakefront lot, that letter can decide how much dock you end up with. Ask early, before anyone draws plans.
Here's the quick math. Pull your survey and measure the water frontage along the shoreline. Half that number caps your length, the lake caps it at 100 feet, and the shorter one wins. Then mark the middle third. Say the boat comes in easier with the lift on the left side: that's the spot that needs a neighbor's signature.
One more definition counts here. Under Sec. 58-507, the county's "waters" around a freshwater lake stop at the vegetated fringe of the lake itself, tributaries are left out unless they are navigable, and stormwater retention ponds don't count at all. A dock on a subdivision pond is a whole different conversation with the county than one on Lake Tarpon. Call the Water and Navigation section before you assume either way. Our permit guide for Pasco and Pinellas walks through the county desks.
Myakka and Anclote Soils Behind a Lakeshore Wall
Read the soil survey for East Lake and it's wet ground, start to finish. Myakka soils and Urban land cover about 39 percent of the area, poorly drained with a water table near 31 cm (about a foot). Anclote fine sand, depressional, covers about 25 percent and is very poorly drained. Basinger fine sand and Samsula muck fill out smaller pockets. SSURGO rates steel corrosion as High for all four.
With that ground behind a lakeshore wall, we check the weep holes, the tiebacks and any soil sinking behind the cap before we ever talk cost. Steel corrosion rated High means buried steel is the first thing we question. We spec hot dip galvanized hardware, same as the county code requires on docks, and we price tiebacks with that soil in mind. Read more on seawall repair and replacement.
Wall permits run two ways here. The Pinellas County building department issues the seawall building permit in unincorporated areas, and a brand new wall in county waters also needs a county fill permit. County code favors riprap or plantings over a new vertical wall wherever they will work, and a new wall only gets approved when the owner shows no other option is reasonable. Repairing a wall that's already there is a different, simpler path. Our vinyl vs concrete seawall guide covers the material choice if replacement is on the table.
Homes From the 1980s and 1990s, Docks to Match
Census figures show a median build year of 1990 for East Lake housing. Only about 12 percent of homes went up before 1980 and about 13 percent in 2000 or later, which leaves roughly three in four built in the 1980s and 1990s. Owners occupy about 83 percent of them, and the median owner value is $488,000.
If the dock behind your East Lake home was permitted, Sec. 58-544 lets the county permit a rebuild in the same configuration without a variance, and the Lake Tarpon length limit is one of the rules a permitted dock can keep exceeding, as long as the total length doesn't grow. Hang on to that old permit paperwork. With a 100 foot cap on the lake, that paper is worth real money. Replacing deck boards alone needs no county permit, but that exemption doesn't cover stringers or caps. Repairing or swapping a permitted lift needs none either, unless the pilings get replaced.
On an older dock you're picking between three paths: a redeck, a reframe with new boards, or a full rebuild on the same footprint. The pilings decide which one makes sense. Soft or split piles at the waterline push the job toward dock repair with new pilings or a rebuild. If the piles are sound, only the upper structure needs replacing. We'll tell you which one you've got after we walk the dock.
Pricing a Lake Tarpon Dock, Lift or Cover
Marine contractors in East Lake price docks by deck area. A fixed wood dock on new pilings runs $60 to $110 per sq ft of deck in our area, and composite decking runs $90 to $150 per sq ft. Say you want a 240 sq ft dock: 240 sq ft x $60 to $110 comes to $14,400 to $26,400 before any lift. That size also keeps you in the county's smallest new dock fee bracket, under 250 sq ft, which is $1,120 as of Oct. 1, 2026. A 250 to 499 sq ft deck moves to $1,220.
On the lake, the lift is the bigger line item. A 4 post lift rated 10,000 to 16,000 lb runs $18,000 to $28,000 on new pilings, or $12,000 to $18,000 on pilings already there. Wiring it runs $3,000 to $5,000, and Sec. 58-511(b) says a county dock permit covers the structure only, not the electrical. Because Lake Tarpon allows an open-sided covered lift, a roof is on the table here: a roof over an existing lift runs $30,000 to $50,000, and a new covered lift runs $45,000 to $80,000. The county fee for poles or lifts alone is $840, and a dock roof is $910.

Shores Next Door to East Lake
East Lake shares Lake Tarpon and its creeks with the towns around it, and every one of them has its own water and its own rules. Palm Harbor is unincorporated Pinellas too, so the same county desks handle it. Tarpon Springs is a city, and a city building permit comes on top of the county one before any dock goes in. To the east, Keystone crosses into Hillsborough County, where the Environmental Protection Commission reviews lake docks instead.
South of the lake, Oldsmar fronts Old Tampa Bay, and north across the county line Holiday works under Pasco County rules. Own property in more than one of these places, or shopping for a lot? Find out which code it falls under before you price anything.
Brooker Creek Preserve covers about 8,700 acres in the northeast corner of Pinellas, sits inside the East Lake census boundary and is managed partly to protect the drinking water supply. John Chesnut Sr. Park, 255 acres next to Lake Tarpon, has a public boat ramp (with a fee), and the county notes the lake can take boats with combustion engines. If you launch there now and you'd rather keep the boat behind the house, that's the job we price.
Hiring marine contractors in East Lake starts with knowing which water your lot touches: Lake Tarpon, a creek, South Cove or a retention pond. Tell us, and we'll say which county desk reviews the dock, the lift or the wall.

FAQ
East Lake Seawall & Dock Questions
How far can marine contractors in East Lake build a dock into Lake Tarpon?
No more than 100 feet from the ordinary high water line, under Pinellas County Code Sec. 58-546. In unincorporated East Lake there is a second cap: the dock can't be longer than half your waterfront width. The shorter of the two limits applies. The half-width rule can be waived with signed no-objection statements from your neighbors, so talk to them before we draw the layout.
Can I put a roof over my boat lift on Lake Tarpon?
Yes, as long as it stays open. The Lake Tarpon section of the county code bans buildings over the lake but says covered boat lifts without side walls may be permitted. The county fee for a dock roof is $910 as of Oct. 1, 2026. A roof over an existing lift runs $30,000 to $50,000 in our typical range, and a new covered lift runs $45,000 to $80,000. We price it after a free site visit.
How deep does the water need to be at a Lake Tarpon slip?
At least 2.5 feet, measured from ordinary low water, which the county code sets at elevation 2.6 NGVD. Inside a canal off the lake the minimum is 1.5 feet. On a shallow shoreline the walkway has to run farther out to hit that depth. That eats into the 100 foot limit and adds cost, so we check the depth on our first visit.
Does a dock on an East Lake retention pond need a Water and Navigation permit?
Pinellas County Code Sec. 58-507 says stormwater retention ponds are not waters of the county, and around freshwater lakes county waters stop at the vegetated fringe. That means a pond dock is not treated like a Lake Tarpon dock. HOA rules and the building department may still apply, so ask the county and your association before anything gets built on a pond.
Can I add a dock on the Lake Tarpon Outfall Canal?
No. The county's Lake Tarpon rules say no docks are allowed in the outfall canal. If your East Lake lot backs onto the canal and not the open lake, current code takes a dock there off the table. Repair work on a seawall or bank along that frontage is a separate question, and we can look at it during a free assessment.
Who issues the seawall permit for an East Lake lakefront home?
Because East Lake is unincorporated, the Pinellas County building department issues the seawall building permit under Sec. 58-511. A brand new wall placed in county waters also needs a county fill permit from Water and Navigation. Repairs to an existing wall follow a simpler path. Our permit guide lays out both, and our estimate lists which permits your job needs.
My East Lake dock was permitted years ago and is longer than 100 feet. Can I rebuild it?
Under Sec. 58-544, the county can permit a rebuild of a previously permitted dock in the same configuration without a variance, and the 100 foot Lake Tarpon length rule is on the list of limits a permitted dock may keep exceeding, as long as total length doesn't increase. Sec. 58-546 also says dilapidated docks are rebuilt to current rules, so ask the county how it reads your dock before demolition. Find the old permit, or ask the county for a copy, before you tear anything out. That piece of paper is what keeps your length.
