Quick answer

PPH Seawalls and Docks works as marine contractors in Keystone, FL on fresh water, not Gulf canals. We build docks, boat lifts and lake-shore walls on Lake Keystone, Lake Josephine and Island Ford Lake. Anything built over the water here goes through the Environmental Protection Commission of Hillsborough County first, so we plan for that review.

Keystone at a glance

Keystone is an unincorporated part of northwest Hillsborough County with 38 named lakes, including Lake Keystone, Lake Josephine and Island Ford Lake, plus Keystone Park, Lake Rogers Park and Brooker Creek Headwaters Nature Preserve. Our Keystone work is lake docks, boat lifts and lake-shore walls. Marine contractors in Keystone work around EPC review on every lake job.

Myakka fine sand covers about 36% of Keystone, with a water table near one foot, and depressional Basinger, Holopaw and Samsula soils cover another 21%. Myakka and the Basinger, Holopaw and Samsula unit both rate High for steel corrosion. FEMA maps no VE zone here; flood risk is from lakes and wetlands.

Permit office: Environmental Protection Commission of Hillsborough County, Wetlands Division ยท official site Lake Keystone work uses EPC's Minor Work Permit Application; other Keystone lakes and wetlands use the Miscellaneous Activities in Wetlands Application. Hillsborough LDC Sec. 4.01.07 keeps 30 or 50 foot setbacks behind lake seawalls.

Marine Contractors in Keystone: Thirty-Eight Named Lakes, No Gulf Frontage

Keystone is lake country. The 2020 Census boundary holds about 10.4 sq km of water against 90.7 sq km of land, and map data puts 38 named water bodies inside it: Lake Keystone, Lake Josephine, Island Ford Lake, Lake Rogers, Lake Calm, Lake Alice, Echo Lake, Rock Lake, Cypress Lake and a long list of smaller ones. You won't find a coastal VE zone anywhere in Keystone. FEMA's map splits the area into roughly 62% Zone X, 26% Zone AE and 11% Zone A, and the flood risk comes from lakes and wetlands rising, not storm surge.

That changes the job for a marine contractor. Barge-set concrete seawalls on tidal canals aren't the work here. Fixed docks off lawns are, along with boat lifts and short walls holding a lake bank. Brooker Creek Headwaters Nature Preserve, Lake Dan Nature Preserve and Lake Rogers Park sit inside Keystone too. Our full service area runs west to the Gulf, but a Keystone job follows lake rules, and our dock building crews plan them that way.

Minor Work Permit or Wetlands Application: How EPC Splits Keystone Lakes

Keystone is unincorporated Hillsborough County, and the agency that reviews docks, seawalls and other work in wetlands is the Environmental Protection Commission of Hillsborough County (EPC) Wetlands Division. EPC sorts lakes into two tracks. Lake Keystone, Lake Thonotosassa and tidal waters are the only places where EPC has you file a Minor Work Permit Application. Put a dock on Lake Josephine, Lake Calm or another Keystone lake and it goes on a different form: the Miscellaneous Activities in Wetlands Application.

EPC also says floating docks and platforms, personal watercraft lifts, canopy covers and any other construction over wetlands or surface waters need Wetlands Division review. Floating vessel platforms are on that list. The state statute has an exemption for them, but EPC says that exemption doesn't stop it from requiring authorization in Hillsborough County. So a jet ski float the state exempts may still need EPC paperwork on Lake Keystone.

If you aren't sure where the wetland line falls on your lot, EPC offers a Wetland Delineation Application and a pre-application meeting. Lines EPC accepts can later be reviewed, and changed, by FDEP or the Southwest Florida Water Management District, and delineations follow Chapter 62-340, F.A.C. Our seawall and dock permit guide covers the state layer that sits on top of EPC. Marine contractors in Keystone sort the lake into the right EPC track before drawing a dock.

These are our typical ranges from marine contractors in Keystone for lake work. EPC review and setback questions can still change the scope, so the free written estimate comes after we see your shoreline.

JobOur typical rangeWhat moves it on a Keystone lake
New fixed wood dock$60 to $110 per sq ftWalkway length to usable depth, piling count, EPC conditions
Composite decking$90 to $150 per sq ftBoard line chosen, railing, stairs to the water
New fixed dock, no lift$20,000 to $50,000Size of the platform and how far out the lake bottom drops
Dock plus new boat lift$30,000 to $85,000Lift capacity, number of new pilings, roof or not
4-post lift on new pilings (10,000 to 16,000 lb)$18,000 to $28,000Boat weight and length; bigger lifts quoted on site
Lift onto existing pilings$12,000 to $18,000Condition of the old pilings after we probe them
Lift electrical (separate permit)$3,000 to $5,000Distance from the house panel to the dock
Lake-shore wall repair$100 to $300 per LFCracks, joints and voids along the affected wall only
New or replacement vinyl wall with cap$450 to $700 per LFWall height, setback layout, access for equipment
Seawall inspection$250 to $500 per visitWall length and whether tie points need digging

A worked example: a 400 sq ft fixed wood dock at $60 to $110 per sq ft runs $24,000 to $44,000 before a lift. Aluminum or steel walls and lifts of 20,000 lb or more get a number only after a site visit. Every price comes with a free written estimate after we see the site.

The 30-Foot Setback That Follows a Lake Wall

Know this Hillsborough rule before you plan the yard. Under the county Land Development Code, Sec. 4.01.07, land near a wetland or water body Conservation Area carries a setback of at least 30 feet (50 feet for a Preservation Area). Behind a permitted seawall, the code normally requires no setback at all. A seawall permitted along a lake gets no such pass. The 30 and 50 foot setbacks still apply behind it, and every water body in Keystone is a lake.

Inside that setback the code bars fill, excavation and permanent structures or hard surfaces, with listed exceptions that include a boardwalk or other stilted structure and a retaining wall. Thinking about a paver patio, addition or shed right behind a new lake wall? Ask how the setback lands on your survey first. The same code section says land alteration that harms a wetland or natural water body is prohibited unless EPC approves it under EPC Rule Chapter 1-11.

EPC also encourages environmentally beneficial ways to stop shoreline erosion and points owners to Florida Living Shorelines. If your lake bank is gentle, price rock at the toe or a planted shoreline next to a vertical wall. Our seawall repair and construction page explains each wall option, and we'll quote whichever one your bank and your permit path allow. Before a yard layout goes on paper, marine contractors in Keystone check that setback.

Fresh-Water Docks and Lifts Under the State Exemptions

Coastal owners deal with the same state layer. On a lake it just applies to fresh water. Under F.S. 403.813, a private dock can skip a state environmental permit if it has 1,000 sq ft or less of over-water surface (500 sq ft in Outstanding Florida Waters), sits on pilings or floats without fill, is for recreation, and is the only exempt dock within 65 feet of shoreline. Boat lifts, shelters and roofs count toward that square footage under the DEP rule. We check whether your lake is an Outstanding Florida Water before we size the dock, since that cuts the exempt size in half.

Repairs have their own lane. Replacing an existing dock is exempt if no fill is used, the new dock stays within 5 feet of the old spot and is no bigger, and different materials or upgrades to current structural standards are fine. A pile-supported lift added inside an existing mooring area at a legal dock is exempt too, as long as it adds no platforms, catwalks or roof.

A state exemption still doesn't replace EPC review in Hillsborough County. If your current dock is tired, our dock repair team can price a same-footprint rebuild, and our boat lift page covers sizing a lift to your boat. Even with an exemption in hand, marine contractors in Keystone confirm the lake's EPC track first.

Myakka Sand, a High Water Table and Buried Steel

Soil survey maps for Keystone are dominated by Myakka fine sand (about 36% of the area), a poorly drained sand with a water table around 31 cm, roughly a foot below the surface. Next come depressional Basinger, Holopaw and Samsula soils (about 21%, very poorly drained), then Zolfo fine sand and Malabar fine sand. Open water makes up about 9%.

Two ratings in that survey matter for a lake wall. Corrosion of steel is rated High for the Myakka, Basinger-Holopaw-Samsula, Malabar and Smyrna units, and corrosion of concrete is rated High for Myakka and Smyrna. Bury tie rods, anchors and dock hardware in that ground and they sit in wet, aggressive soil. When we look at an existing Keystone wall, we dig at the tie points and check the steel, because a cap can look fine while the anchors behind it have thinned.

Housing age matters too. Census estimates put Keystone's median home at 1999, with about 47% of homes built in 2000 or later. A dock or wall built with the house may now be twenty years old or more, so it's due for a look. Our vinyl vs concrete seawall guide compares how each material holds up. On an older wall, marine contractors in Keystone look at anchors and hardware first.

Paperwork Owners Sign on a Keystone Lake Job

Florida's lien law applies on a lake the same as on the Gulf. Under F.S. 713.13, any job with a direct contract price over $2,500 needs a Notice of Commencement recorded by the owner and posted at the site before work starts. Under F.S. 713.135, on contracts over $5,000 the permitting office must get a copy of the recorded notice before the first inspection. The notice is void if work doesn't begin within 90 days of recording, it expires after one year unless it states otherwise, and only the owner can sign it.

Then there's digging. Florida law requires a Sunshine 811 locate at least 2 full business days before digging on land and at least 10 full business days before any excavation beneath state waters, which means a lake piling job needs the longer lead time. A locate ticket stays good for 30 calendar days.

Last, ask every bidder for insurance certificates. State rules require certified marine specialty contractors to carry workers' compensation including Longshore and Harbor Workers' Compensation Act coverage. We're insured and we'll hand you the paperwork with the written estimate.

Before you sign with any of the marine contractors in Keystone, get the lake's name, the permit path and the insurance certificates in writing. Ours come with the free written estimate.

Keystone Seawall & Dock Questions

Does a Lake Keystone dock use a different EPC application than a dock on Lake Josephine?
Yes. EPC lists Lake Keystone, Lake Thonotosassa and tidal waters as the places where you file a Minor Work Permit Application. A dock on Lake Josephine, Lake Calm or another Keystone lake goes on the Miscellaneous Activities in Wetlands Application instead. Both are reviewed by EPC's Wetlands Division, so we confirm which form fits your lake before we draw the dock.
Can I build a patio or shed right behind my lake seawall in Keystone?
Maybe not. Hillsborough's Land Development Code drops the wetland setback behind a permitted saltwater seawall, but not behind a seawall permitted along a lake. The 30 foot setback (50 for Preservation Areas) still applies, and inside it fill, excavation and permanent structures are barred, except listed items such as a boardwalk, a stilted structure or a retaining wall. Check your survey before you plan the yard.
Do marine contractors in Keystone need EPC approval for a floating platform or jet ski lift?
Expect to. EPC says floating docks, personal watercraft lifts, canopy covers and other construction over wetlands or surface waters need Wetlands Division review. It also says the state's floating vessel platform exemption does not stop it from requiring authorization for those platforms in Hillsborough County. We build that review into the schedule rather than assume the state exemption covers you.
Is my Keystone lake lot in a coastal flood zone?
No coastal VE zone shows up inside Keystone on FEMA's flood map. About 26% of the area is Zone AE and 11% Zone A, and that risk tracks the lakes and wetlands, not Gulf surge. Your own lot can still sit in AE, so look up the address on FEMA's map before you design a dock or wall height.
Will EPC consider a living shoreline instead of a seawall on my Keystone lot?
EPC encourages environmentally beneficial methods to prevent shoreline erosion and points owners to Florida Living Shorelines. On a gentle bank, rock at the toe or a planted edge may hold the soil without a vertical wall, and it avoids some of the setback questions a lake seawall raises. We can price both options side by side in the written estimate.
Who decides where the wetland line sits on my Keystone property?
EPC makes the first call. It offers a Wetland Delineation Application and a pre-application meeting, and delineations follow Chapter 62-340, F.A.C. A line EPC accepts can later be reviewed and changed by FDEP or the Southwest Florida Water Management District. Settling the line early keeps a dock or wall design from changing after you've approved it.
