Quick answer

Nearly half of Holiday's homes went up in the 1970s, so seawall repair in Holiday can mean work on a wall as old as the house. Pasco County permits it, because the town has no city government. PPH Seawalls and Docks prices joint and crack repair at $100 to $300 per linear foot after a free on-site look.

Seawall Repair in Holiday Runs Through Pasco County

Holiday is a Census-designated place in unincorporated Pasco County, so every seawall repair here takes a Pasco County permit. County Code Sec. 18-36 says it plainly: permits are required for the construction, enlargement, alteration, repair or demolition of any dock or seawall. Applications go to Pasco County Building Construction Services online through PascoGateway.

The south edge of Holiday is the Pasco and Pinellas line at the Anclote River. Across the river sits the City of Tarpon Springs, where Pinellas rules apply, and our Tarpon Springs seawall repair page covers that side. On the Holiday bank, the county rules hold. For the bigger picture of docks and lifts here, see the marine contractor page for the community, and for repair methods across the county, the seawall repair and construction overview.

Anclote River Frontage, Tidal Water and Lake Conley Shorelines

Holiday has more water inside its boundary than U.S. 19 would lead you to expect. Census figures count 0.91 square kilometers of water against 13.72 of land. OpenStreetMap maps a reach of the Anclote River inside the line, plus Lake Conley, Lake Nash, Aloha Gardens Park and a boat slipway, and the Gulf forms the west edge of the community. Just west, off Baillies Bluff Road, sit the county's Anclote River Park with its boat ramps and Gulf access, Anclote Gulf Park with its fishing pier, and the Duke Energy Anclote Power Plant.

Seawall repair in Holiday on the river, on tidal salt water and on one of the lakes comes down to three different jobs. Tidal water can pull sand through an open joint on every tide. Lake water sits still but keeps the toe of the wall underwater all the time. River frontage adds current along the face.

FEMA mapping puts 39.0% of points sampled inside Holiday in Zone AE and 61.0% in Zone X, with no VE zone hit. AE base flood elevations at those points ran 8 to 10 feet NAVD88. Pasco's permit sheet says work in a special flood hazard area must meet floodplain construction rules, so your zone shapes the plans for anything bigger than a patch.

Walls From the 1970s Building Boom

Holiday's housing stock skews old. The Census Bureau's 2020 to 2024 survey puts the median home at 1977, with 46.5% of units built in the 1970s, 14.9% in the 1960s and 63.7% before 1980. The permit record for the address can show a wall's age, and the house year is only a starting point.

On a wall that has sat in salt water for decades, we look for specific signs: a cap that has pulled away from the yard, panel joints you can see daylight through at low tide, rust staining on the face, and a lawn that dips within a few feet of the cap. One or two of those along a short run is a repair. Most of them along most of the run is a conversation about replacement, and our repair or replace cost guide works through that math.

Pasco puts the upkeep on the owner. County Code Sec. 114-52 requires docks, seawalls and bulkheads to be kept in good condition. Any wall that turns structurally unsound or moves out of position has to be repaired or replaced, and debris from a failed wall has to come out right away. A void behind a leaking wall doesn't shrink on its own.

Candler Sand, Myakka Ground and Rust Behind a Holiday Cap

USDA soil survey data at the same sample points shows what sits behind Holiday's walls. Tavares-Urban land complex, a moderately well drained sand, covers 31.7%. Candler-Urban land complex, an excessively drained sand that NRCS rates High for concrete corrosion, covers 17.1%. Urban land makes up 11.0%, Myakka fine sand 4.9% and Sellers mucky loamy fine sand 3.7%. Myakka is poorly drained and rated High for both steel and concrete corrosion.

Two things follow for seawall repair in Holiday. First, loose sand like Candler and Tavares runs out of an open joint quickly once water finds a path, which is why a small crack can leave a large void. Second, on the corrosive units the cap and the top of the panels deserve a close look for rust staining and spalled concrete, since steel that rusts swells and splits the concrete around it.

We open the suspect spots, probe the void and price the fix to the real length of wall involved. Surface work sits in the $100 to $300 per linear foot band. Panel sections and new tiebacks move up to the structural band of $400 to $700 per linear foot of affected wall.

The Pasco Permit Package for Seawall Repair in Holiday

Pasco's submittal sheet for residential docks, seawalls and boat lifts, revised November 25, 2025, sets the paperwork. Everything is filed electronically:

  • An In-Water Construction Affidavit
  • A drainage plan, if one applies
  • A site plan showing the wall with dimensions, the width of the canal, lake or river, an aerial showing neighboring docks, lifts or pilings, and any existing channel
  • Signed and sealed construction plans
  • A riparian rights survey for lots at a canal dead end or where lot lines converge

The same sheet requires anyone working on the water to carry workers' compensation under class code 6006F, the longshore code. If you file as an owner-builder, the county asks for a notarized Owner-Builder Disclosure Statement and, in the sheet's words, a recorded Notice of Commencement "If the project is over $5,000". State law sets the recording line lower. F.S. 713.13 with 713.02(5) requires a Notice of Commencement on improvements over $2,500.

Two county rules come into play when a seawall repair turns into a replacement. A new wall may go no farther waterward than the lesser of even with the adjacent walls or even with the lot line. And a new seawall in a Category I wetland is prohibited, though repairing or rebuilding an existing one may be acceptable.

For seawall repair in Holiday, we send the permit package, the written scope and the price together, so you can read the whole job before any work starts.

Frequently Asked Questions

Can I do seawall repair in Holiday myself?
Pasco lets an owner-builder pull the permit, but the paperwork doesn't get lighter. You file a notarized Owner-Builder Disclosure Statement, the In-Water Construction Affidavit, a site plan and signed and sealed construction plans. State law requires a recorded Notice of Commencement on improvements over $2,500, and anyone you hire to work on the water needs longshore workers' compensation under class code 6006F.
Can a replacement wall in Holiday sit farther out than my neighbor's?
No. Pasco Land Development Code Sec. 1001.5.E says the waterward side of a new seawall may go no farther than the lesser of even with the adjacent seawalls or even with the lot's property line. State law separately exempts restoring a wall within 18 inches waterward of its old face from a state environmental permit, but the county line still controls.
Why is my Holiday seawall cap showing rust stains?
The steel inside is corroding. Soil maps rate Candler-Urban land complex, which covers 17.1% of sampled points in Holiday, High for concrete corrosion, and Myakka fine sand High for both steel and concrete. Rust stains and spalled corners on the cap deserve a close look before they turn into a cracked cap. We price that work in our cap replacement range of $200 to $600 per LF.
What happens if I do seawall repair in Holiday without a permit?
Pasco County Building Construction Services says after-the-fact permits cost double the normal fee plus a fine of at least $50, and the structure may have to be removed. On a seawall that can mean redoing finished work. County Code Sec. 18-36 requires a permit for any seawall repair in unincorporated Pasco, so file first and save the money.
Do the workers on my Holiday seawall job need special insurance?
Yes. Pasco's dock and seawall submittal sheet requires everyone working on the water to have workers' compensation coverage under class code 6006F, the longshore code, and permits go to professionals who hold the right longshore coverage. We are insured, and you should ask any contractor for proof of that coverage before work starts.
What does a 70 foot vinyl seawall replacement cost on a Holiday waterfront lot?
At our typical $450 to $700 per LF for a new vinyl wall with a concrete cap, 70 LF comes to $31,500 to $49,000. Returns at the side lines, a dock that has to come off and go back on, and the way equipment reaches the wall all move the number. You get a free written estimate after we see the lot.
