Quick answer

For seawall repair in Hudson, start with your flood zone. FEMA sampling inside the Hudson CDP put 55.4% of points in Zone AE and 12.0% in the wave-velocity Zone VE, with base flood elevations up to 15 feet. PPH Seawalls and Docks prices joint and crack repair at $100 to $300 per linear foot.

Seawall Repair in Hudson's Wave-Velocity Zone

Hudson sits in unincorporated Pasco County, so seawall repair in Hudson goes through Pasco County Building Construction Services under County Code Sec. 18-36, which covers repair of any dock or seawall. Exposure is what sets Hudson apart. Of 83 points sampled inside the 2020 boundary, FEMA's map put 55.4% in Zone AE, 12.0% in Zone VE and 31.3% in Zone X. Base flood elevations ran 10 to 15 feet NAVD88, and the 13 to 15 foot values sit at VE points on the coast. A Gulf-front point near Hudson reads Zone VE with a 15 foot base flood elevation.

VE is FEMA's wave-velocity zone: coastal ground where waves ride on top of the flood, not just still water rising. FEMA also draws Limit of Moderate Wave Action lines along the Pasco coast. Pasco's permit sheet says work in a special flood hazard area must meet floodplain construction rules, so the zone on your lot goes straight into the signed and sealed plans the county asks for. For docks and lift canopies here, see our Hudson marine contractor page. The seawall repair and replacement overview walks through each repair method.

Dredged Canals, Made Land and Sand Escaping Through Joints

A lot of Hudson's canal shoreline sits on dredged fill. Wikipedia's account of the town says that around 1950, W.L. Hendry and his sons started digging inlets from the coast around Hudson Springs and used the spoil to build up house lots, which became the Port of Hudson neighborhood. OpenStreetMap also maps Bear Creek and the Hudson Grotto pond along the boundary. Strickland Park, the town's main beach, sits on Clark Street with the county boat ramp nearby on Armand Way. The USDA soil survey fits that history. Udalfic Arents-Urban land complex, a fill rated High for concrete corrosion, covers 18.1% of sampled points in the CDP. Jonesville fine sand covers 20.5%, Candler fine sand 10.8%, and Homosassa mucky fine sandy loam, a very poorly drained tidal-marsh soil rated High for both steel and concrete corrosion, 7.2%.

Fill and sand behind a wall stay put only while the joints and the toe hold. Once a panel joint opens, tide water pulls the backfill out and a void forms under the lawn, the hole people call a sinkhole behind the seawall. Let it run and the cap loses support while the tiebacks carry more.

A solid seawall repair in Hudson handles all three parts. Seal or rebuild the leaking joints, refill the void with compacted material, and protect the toe so the next tide can't undercut it. Our range for rip-rap at the toe is $150 to $400 per linear foot, and on a 60 LF wall that comes to $9,000 to $24,000.

Our typical seawall repair ranges for Hudson walls, per linear foot of affected wall unless noted.

Repair jobOur typical rangeWhat moves it in Hudson
Joint, crack and void repair$100 to $300 per LFFeet of wall leaking, void size in canal fill
Cap replacement$200 to $600 per LFCap length, steel condition, dock tie-ins

Hudson-area new concrete wall, per job$37,000 to $57,000Lot length and wall height
New vinyl wall with concrete cap$450 to $700 per LFWall height, old wall left or removed

Worked examples: 60 LF of toe rock at $150 to $400 per LF is $9,000 to $24,000, and a 70 LF concrete wall at $500 to $900 per LF is $35,000 to $63,000. These are our typical ranges, not a quote. You get a free written estimate after we see the site.

Idalia, Helene and Checking a Hudson Wall After Surge

Two recent storms hit this coast. The National Hurricane Center's Idalia report records 3 to 5 feet of surge inundation above ground from Chassahowitzka south to Englewood, a stretch that takes in the Pasco coast, and one image in its damage photo figure is labeled Hudson. A year later, the Helene report put surge inundation at 6 to 9 feet above ground on the coast running north from the Anclote River into Levy County, with a Pasco County USGS sensor at 7.60 feet above mean higher high water and at least 9,900 structures damaged in the county.

Water that tops a wall and drains back out takes fill with it. After a surge, walk the yard side first and look for new dips, cracks along the back of the cap, and pavers, a shed or fence posts that have shifted. Then check the water side at low tide for open joints, a gap at the toe and any panel sitting out of line with its neighbors.

Photograph everything before cleanup starts. Our after-the-storm seawall and dock checklist lists what to capture. If you want the wall's condition on paper before seawall repair in Hudson, a claim or a sale, a seawall inspection runs $250 to $500 per visit.

Concrete or Vinyl When a Hudson Repair Becomes a New Wall

Some Hudson walls are past seawall repair. If the panels have moved along most of the run or the anchors have failed, the written estimate puts a new wall next to the repair option. Our ranges for a new wall run $450 to $700 per linear foot for vinyl sheet pile with a concrete cap and $500 to $900 per linear foot for a concrete wall. Recent Hudson-area concrete seawall permits ran $37,000 to $57,000 per job. Our vinyl versus concrete seawall guide sets the two side by side.

County code also limits where the new wall can go. Pasco Land Development Code Sec. 1001.5.E keeps the waterward face of a new seawall no farther out than the lesser of even with the adjacent walls or even with the lot's property line. A lot at a canal dead end, or where the side lines converge, needs a riparian rights survey at application and again on completion.

Shoreline type matters as well. Pasco's permit sheet says a new seawall in a Category I wetland is prohibited, though repairing or rebuilding an existing wall may be acceptable, and county approval does not imply any state or federal exemption. On the state side, F.S. 403.813(1)(e) exempts restoring a wall at its old location or within 18 inches waterward from a state environmental permit. Building the replacement on the old line keeps the permit path simpler.

Deposits, Permits and Owner Duties on a Hudson Canal Home

Hudson is a town of owners, so seawall repair in Hudson is an owner's call more often than a landlord's. The Census Bureau's 2020 to 2024 survey puts 77.1% of homes as owner-occupied, with a median year built of 1984, split like this: 29.3% from the 1970s, 33.1% from the 1980s and 19.4% from the 1990s. Wikipedia notes that larger homes, mostly mobile homes, went in along the canals in the 1980s. If your house dates from those decades, the wall in front of it may too.

Pasco puts upkeep on the owner. County Code Sec. 114-52 requires seawalls and bulkheads to be kept in good condition. A wall that turns structurally unsound or moves out of position has to be repaired or replaced, and debris from a failed wall has to come out right away. Skipping the permit costs more later. The county charges double the usual fee plus a fine of at least $50 on after-the-fact permits, and the structure may have to come out.

Pasco also protects your deposit. Under County Code Sec. 18-79, a contractor who takes more than 10% of the contract price up front on residential work must apply for permits within 30 days and start within 90 days after the permits issue, unless you agree in writing to longer. Get those dates in your contract. Whoever you hire for seawall repair in Hudson should hand you a written scope, a permit plan and a free quote before work starts.

Frequently Asked Questions

Does a VE zone change how my Hudson seawall gets repaired?
Yes, it shapes the plans. VE is FEMA's coastal wave-velocity zone, and 12.0% of points sampled in Hudson fall in it, with base flood elevations of 13 to 15 feet at those points. Pasco's permit sheet says work in a special flood hazard area must meet floodplain construction rules and asks for signed and sealed plans, so the engineer designs to the zone shown for your lot.
My Hudson wall has rust bleeding through the cap. How serious is that?
Steel inside the cap is corroding, so get it looked at soon. Soil maps rate the canal fill under 18.1% of sampled Hudson points High for concrete corrosion, and the Homosassa tidal soil High for both steel and concrete. Rust swells, and swelling rust splits the concrete around it. A cap rebuild runs $200 to $600 per LF in our typical range.
Will Pasco let me build a new seawall along the marsh edge of my Hudson lot?
Not if that edge is a Category I wetland. Pasco's dock and seawall submittal sheet says a new seawall in a Category I wetland is prohibited, though repairing or rebuilding an existing seawall may be acceptable. County approval also does not mean any state or federal exemption applies. Have us check the shoreline before you plan around a new wall.
Is vinyl or concrete cheaper for a new wall on a Hudson canal?
Vinyl starts lower per foot in our ranges, at $450 to $700 per LF for vinyl sheet pile with a concrete cap, versus $500 to $900 per LF for concrete. Recent Hudson-area concrete wall permits ran $37,000 to $57,000 per job. Wall height, the wave zone and whether the old wall comes out move both numbers, so we price both in writing for you.
Did Hurricane Idalia reach Hudson's seawalls?
The National Hurricane Center's Idalia report records 3 to 5 feet of surge inundation above ground from Chassahowitzka south to Englewood, which includes the Pasco coast, and its damage photos include one labeled Hudson. Helene followed in 2024 with higher water along this coast. If your wall was topped by either, check behind the cap for washed-out fill.
Can seawall repair in Hudson wait until after hurricane season?
Pasco code puts the duty on you. County Code Sec. 114-52 requires a seawall that becomes structurally unsound or moves out of position to be repaired or replaced, and debris from a failed wall to be removed right away. A void behind a leaking wall keeps growing with every tide, so a small repair now is cheaper than a failed section later.
